Job Summary & Responsibilities

The Software Engineer II defines and implement enterprise-level design standards for data management solutions. He/She will work with business managers, software engineers, quality assurance teams and technology leadership to provide design guidelines for technical solutions that support complex decision-making.

Responsibilities include but are not limited to:

  • Development and deployment of complex backend processes and APIs;
  • Assisting in the definition of product requirements, ensuring feasibility, functionality, and integration with existing systems and services;
  • Creating scalable, maintainable designs that support loosely coupled enterprise components and foster reuse of software;
  • Making high-level design choices and dictating technical standards, including software coding standards, tools, and platforms;
  • Creating, defining, and choosing application frameworks for new applications;
  • Identifying paths from existing to future software architectures;
  • Cultivating and disseminating knowledge of application development best practices;
  • Training and providing guidance to junior development staff;
  • Researching, investigating, and staying at the forefront of technology (Software Development, Networking, Hardware, Programming Languages, etc.);
  • Working closely with Business Analysts, Software Engineers, and users to understand Business and Client needs and create optimal software and technology solutions to address those needs.

Required professional experience & Professional Competencies

  • Two (2) or more years work experience as a Programmer, Technical or Systems Analyst and at least one (1) year' experience in integration/interface programming, relational database programming or relational database administration OR equivalent seven (3) years' work experience with four (2) years related to integration/interface programming, system design/analysis, database administration and/or programming, and project leadership skills;
  • Experience working with Team Foundation Server and Microsoft’s .Net Framework;
  • Familiar with Object‐Oriented languages and Design Patterns;
  • Computer proficiency (Software and Hardware): experience in computer programming using: NET Frameworks, ASP.NET, VB / C#, JavaScript, VB Script, and XML - XSLT. Strong knowledge of SOA patterns, SOAP and REST;
  • Experience with SQL Server, SSIS, Database Design, T-SQL and Stored Procedures;
  • Experience with COM/COM+;
  • Experience in distributed process, multi system environment and integrated network;
  • Experience in interfaces using XML or HL7 or TCP/IP or EDI or FTP required;
  • Experience in Client Server Architecture and strong understanding of the Software Development Life Cycle. Full life-cycle experience (from gathering user requirements through prototyping, implementation, testing and deployment);
  • Must be able to communicate effectively (read, speak, and write) in English and Spanish;

education, training & Licensure/certifications

  • Bachelor’s or Master’s Degree in Computer Engineering, Computer Science, or related field;
  • Microsoft Certified Application or Professional Developer is a plus;
  • Experience with HL7, X12 and NCPDP standards is a plus;
  • Certificate of No Penal record;
  • HIPAA, both Security & Privacy; Confidentiality, & Fraud, Waste and Abuse (FWA)*
  • Must be able to lift a minimum 10 pounds.

Physical Requirements

· Must be able to remain in a stationary position for a large part of the work day.

· The person in this position needs to occasionally move about inside the office to access other employees, file cabinets, office machinery, etc.

· An employee must be able to talk, hear, and see, and must be able to grasp objects.

· Visual acuity is necessary in order to read and write handwritten and typewritten materials and view a computer terminal.

· Constantly operates a computer and other office productivity machinery (i.e., a calculator, copy machine, and computer printer). Use of hands (specifically fingers) is necessary for appropriate and efficient computer use.
